Company staff who need to buy indirect goods and services are busy people, and they don’t have time to waste filling in long requisition forms or waiting for a tortuous approval process. They want to order their stuff, get it quickly, and move on. The key to getting high adoption is to make the official process simple and quick while putting obstacles in the way of alternatives.
